Fellow midfielder Steve Leslie was also offered a new deal after a loan at boss Graham Turner's former club Hereford.
Dave Raven and Kevin McIntyre are the highest-profile names to be released, along with Craig Disley - all three have been hit by injuries this year.
Turner knows he needs to meet expectations of promotion to League One after the side lost to Torquay in the League two play-off semi-finals in his first season back in charge at the club.
That followed two previous defeats in the play-off final at Wembley - to Bristol Rovers in 2007 and Gillingham in 2009 under his predecessors, Gary Peters and Paul Simpson.
"There'll obviously be conversations with the chairman about how we can change things and how we can strengthen the squad for next season," Turner told BBC Radio Shropshire.
"There's got to be that determination that having got so close (to promotion) this season, we've got to improve one or two things and hope we can kick on next season and finally do it."
Four other players were also released, including midfielder Kelvin Lomax, who had completed a six-month loan from Oldham without making a first-team start.
Striker Benji van den Broek has already returned to his native Holland, and Harry Hooman and Danny Taylor were also released, having moved up from the youth squad 12 months previously.
