It was announced this week that head of youth development Chic Bates would depart at the end of June as a result of the uncertainty surrounding future income from the Premier League, Sport England and the Football Foundation.
Sayfritz said: 'When people leave the club people are going to be concerned about our youth strategy.
'The chairman and the board have always said youth development is a very important part of Shrewsbury's future and our core strategy remains the same.
'Obviously we are going to have to reorganise and we have a major new initiative for the youth set-up.
'The introduction of that new strategy will mean we have to re-focus our resources into other areas,' he told ShrewsWeb.
